A BILL
To provide for the national defense of the United States by securing the Bulk-Power System against existential threats, establishing mandatory physical isolation for critical infrastructure, and providing for the hardening of the national electric grid.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the "National Defense Grid Resilience Act".

TITLE I — FINDINGS AND CONGRESSIONAL DECLARATION
SEC. 101. DECLARATION OF EXISTENTIAL THREAT.
Congress finds the following:
(1) The United States Bulk-Power System (BPS) is acutely vulnerable to High-Altitude Electromagnetic Pulse (HEMP) events, Geomagnetic Disturbances (GMD), and coordinated kinetic or cyber attacks.
(2) Such vulnerability constitutes an existential threat to the survival of the United States as a functioning nation.
(3) Experts warn that within one year of total grid collapse, up to 90 percent of Americans could perish from starvation, disease, and chaos.
SEC. 102. CONGRESSIONAL DETERMINATION.
(a) NATIONAL DEFENSE PRIORITY.—The United States shall treat grid resilience as a matter of national defense, rather than discretionary infrastructure policy.
(b) ALLOCATION.—A minimum of $100,000,000,000 shall be allocated over four (4) fiscal years to achieve full nationwide hardening.

TITLE II — ESTABLISHMENT OF AUTHORITY AND STANDARDS
SEC. 201. NATIONAL GRID SECURITY PROGRAM OFFICE (NGSPO).
(a) ESTABLISHMENT.—There is established within the Office of the Under Secretary of Defense for Acquisition and Sustainment a National Grid Security Program Office (NGSPO).
(b) DIRECT COMMAND.—The NGSPO shall be led by a Director who shall report directly to the Under Secretary and have independent procurement and enforcement authority over critical electric infrastructure.
SEC. 202. NATIONAL DEFENSE GRID RESILIENCE (NDGR) STANDARD.
(a) STANDARD ESTABLISHED.—The NGSPO shall establish binding requirements for the hardening, redundancy, and protection of all Extra-High-Voltage (EHV) Long-Distance Substations and critical control systems.
(b) IMPLEMENTATION PLAN.—A 48-Month Zero-Day Implementation Plan shall be published within 90 days of the date of enactment of this Act.
SEC. 203. MANDATORY PHYSICAL ISOLATION (AIR GAPPING).
(a) PHYSICAL STANDARD.—Air-gapped systems shall have zero physical or wireless network interfaces that connect to external or untrusted networks.
(b) MANDATORY DISCONNECTION.—All EHV control systems, Industrial Control Systems (ICS), and SCADA systems must be physically disconnected from any public-facing or internet-routable interfaces.
(c) COMPLIANCE DEADLINE.—All requirements of this section shall be completed and verified by the NGSPO within six (6) months of the date of enactment of this Act.
SEC. 204. PHASED IMPLEMENTATION OF HARDENING.
(a) PHASE 1: THE NATIONAL DEFENSE CORE.—The NGSPO shall prioritize the immediate hardening, shielding, and physical protection of the approximately 500 most critical Extra-High-Voltage (EHV) Long-Distance Substations that constitute the primary backbone of the United States Bulk-Power System.
(b) TIMELINE.—Hardening of these 500 critical long-distance substations must be completed within the 48-month window established in Sec. 202.
(c) PHASE 2: NATIONWIDE DISTRIBUTION RESILIENCE.—Following the completion of the National Defense Core, the NGSPO shall execute a secondary plan for the systematic hardening of remaining Local Distribution Substations to achieve total national immunity. With a 5 year goal to achieve complete hardening of our entire electrical grid system. Using same funding mechanism used in PHASE 1

TITLE III — MANDATORY FUNDING AND TRANSFER
SEC. 301. NATIONAL GRID SECURITY FUND.
(a) FUNDING.—There is authorized to be appropriated $25,000,000,000 per fiscal year for four consecutive fiscal years.
(b) SOURCE OF FUNDS.—Transfers shall be derived from the rescission of unobligated balances within Department of Defense Procurement and Research, Development, Test and Evaluation (RDT&E) accounts.

TITLE IV — ENFORCEMENT, WHISTLEBLOWERS, AND SUNSET
SEC. 401. COMPLIANCE AND ENFORCEMENT.
(a) DEADLINES.—Full compliance with hardware hardening of Extra-High-Voltage (EHV) Long-Distance Substations is required within 48 months; Air Gapping compliance is required within 6 months.

TITLE V — DOMESTIC MANUFACTURING AND SUPPLY CHAIN SECURITY
SEC. 501. DEFINITIONS.
For the purposes of this Title, the term "Grain-Oriented Electrical Steel" (GOES) refers to a specialized, high-efficiency silicon steel... indispensable for the manufacture of Extra-High-Voltage (EHV) Long-Distance Transformers.
SEC. 504. DIRECT INDUSTRIAL BASE INCENTIVES.
(a) FINANCIAL TOOLS.—The NGSPO is authorized to provide purchase guarantees for domestically produced Extra-High-Voltage (EHV) Long-Distance Transformers and Grain-Oriented Electrical Steel (GOES).

TITLE VI — OVERSIGHT, REPORTING, AND PUBLIC TRANSPARENCY
SEC. 601. BIANNUAL REPORT TO THE AMERICAN PEOPLE.
Each report shall include Air Gapping status, Extra-High-Voltage (EHV) Long-Distance Substation hardening milestones, GOES production updates, and a summary of foreign adversarial components removed.
