Section 1. Statement of Purpose
The purpose of this Act is to establish absolute legal parity, eliminate self-serving political carve-outs (RE: Amendment 4, 2026), and ensure that any future alterations to the Missouri Constitution—regardless of their origin—require an identical, broad statewide consensus of two-thirds of the electorate.
Section 2. Constitutional Amendment Text
The General Assembly of the State of Missouri hereby proposes to amend Article XII, Section 2(b) of the Constitution of Missouri as follows:
Article XII, Section 2(b) of the Missouri Constitution is repealed, and a new section is enacted in lieu thereof, to read as follows:
Article XII, Section 2(b): All amendments proposed by the general assembly or by the initiative shall be submitted to the electors for their approval or rejection... If two-thirds of the votes cast thereon are in favor of any amendment, the same shall take effect at the end of thirty days after the election.
This two-thirds (66.7%) statewide approval threshold shall apply equally, uniformly, and without exception to every proposed constitutional amendment, whether originating from citizen-led initiative petitions or from legislative-referred joint resolutions. No branch of government, political faction, or special interest shall be subject to a lower voting threshold or granted a separate procedural standard.
