MISSION STATEMENT: ERADICATING HUMAN TRAFFICKING IN MISSOURI

​PRIMARY GOAL

The absolute and non-negotiable priority of this Act is the total eradication of child sex trafficking and slave labor trafficking and drug trafficking in the State of Missouri. Missouri currently ranks 4th in the nation for human trafficking—a statistic that is an unacceptable stain on our state’s honor. We are ending the "Free Ride" for predators and the organizations that facilitate their presence. This is about going on the offensive against criminal cartels who facilitate sex labor and drug trafficking

​LET’S MAKE MISSOURI TOXIC TO ILLEGAL IMMIGRANTS ACT

​SECTION 1. THE ANTI-TRAFFICKING MANDATE

The primary objective of this Act is to dismantle the infrastructure that facilitates modern-day slavery. By removing every economic incentive and social benefit, we eliminate the shadows where traffickers operate. We will no longer allow Missouri to be a profitable or safe environment for those who exploit children and forced laborers.

​SECTION 2. BUSINESS PENALTIES (STOPPING LABOR EXPLOITATION)

To stop the demand for trafficked labor, the following penalties apply to any business employing illegal aliens:

​Fines: $100,000 to $500,000 per individual worker.

​The Death Blow: Permanent, non-appealable revocation of all state and local business licenses. One strike. No exceptions.

​SECTION 3. NGO ACCOUNTABILITY (TOTAL ACCESSORY LIABILITY)

Predators and traffickers rely on the "Free Ride" infrastructure provided by NGOs.

​The 45-Day Liquidation Window: All NGOs have 45 days from enactment to cease all support for individuals not lawfully present.

​Accessory Before the Fact: Following the 45-day window, any NGO providing cash, housing, or logistical aid is criminally liable as an Accessory Before the Fact for EVERY crime committed by that individual.

​Trafficking & Felony Escalation: This specifically includes any DUI where a citizen is injured or killed, and all instances of sex or labor exploitation. NGO directors will face the identical felony charges as the perpetrator, including Involuntary Manslaughter or Murder.

​Asset Seizure: Immediate revocation of tax-exempt status and seizure of all NGO assets upon the first violation.

​SECTION 4. THE PLYLER V. DOE CHALLENGE (ANTI-COMMANDEERING)

​The Declaration: Missouri rejects the 1982 Plyler v. Doe decision as a violation of the Anti-Commandeering Doctrine under the Tenth Amendment.

​The Reclamation: The federal government cannot "commandeer" Missouri’s schools and treasury to fund the consequences of failed border enforcement.

​The Result: Missouri ceases all taxpayer-funded K-12 education for individuals not lawfully present, redirecting those millions back into the safety and education of Missouri's citizens.

​SECTION 5. THE LABOR INTEGRITY DIVISION (TRAFFICKING INTERDICTION)

​Establishment: 500 State Inspectors under the Office of the Attorney General.

​Personnel: Recruitment shall prioritize honorably discharged military veterans and retired law enforcement officials.

​The Mission: A Tier-1 Strike Force focused exclusively on auditing businesses and dismantling trafficking rings.

​Whistleblower Bounty: 100% of all fines collected are paid to the individual who reports the violation.

​SECTION 6. TOTAL BENEFIT LOCKOUT

No illegal alien shall be eligible for Medicaid, SNAP, WIC, housing assistance, or state driver’s licenses. Missouri is closed to those who are not here legally.

​SECTION 7. SEVERABILITY

If any part of this Act is challenged in court, all other sections—including the business death penalty and the NGO liability—shall remain in full force.
