PETITION AND PROCLAMATION DEMANDING DIRECT EXECUTIVE ENFORCEMENT OF ARTICLE IV, SECTION 4 OF THE UNITED STATES CONSTITUTION

​SUBJECT: Formal Petition for Presidential Declaration of Constitutional Default and Mandatory Enforcement under Article IV, Section 4

​PREAMBLE & FINDINGS OF FACT

​WHEREAS, Article IV, Section 4 of the United States Constitution explicitly mandates that the United States "shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence";

​WHEREAS, under Article II of the Constitution, the President takes a mandatory, non-discretionary oath to preserve, protect, and defend the Constitution of the United States and faithfully execute the laws of the land;

​WHEREAS, specific sanctuary jurisdictions have willfully nullified federal law, obstructed federal enforcement, abandoned a lawful republican form of government, and created open sovereign defaults within their borders; and

​WHEREAS, executive action to enforce Article IV, Section 4 requires zero congressional authorization or judicial pre-approval, resting entirely upon the non-delegable authority and mandatory constitutional duty of the Chief Executive.

​PETITION DEMANDS & EXECUTIVE MANDATES

​THEREFORE, the undersigned citizens hereby petition and demand that President Donald J. Trump immediately execute the following executive measures:

​FORMAL DECLARATION OF CONSTITUTIONAL DEFAULT

Issue an Executive Proclamation formally declaring that sanctuary jurisdictions defying federal law are in a state of Constitutional Default under Article IV, Section 4, having forfeited their recognized republican operations by actively nullifying federal authority.

​IMMEDIATE IMPOUNDMENT OF FEDERAL FUNDS

Unilaterally freeze and impound 100% of federal financial outlays, grants, and subsidies designated for non-compliant sanctuary states and municipal entities until full compliance with federal law and constitutional order is restored.

​DIRECT DEPLOYMENT OF FEDERAL LAW ENFORCEMENT

Deploy federal law enforcement officers and designated federal assets directly into non-compliant jurisdictions to enforce federal law, secure public safety, and restore constitutional governance without seeking state or municipal permission.

​REJECTION OF JUDICIAL AND LEGISLATIVE INTERFERENCE

Treat the duty under Article IV, Section 4 as a non-justiciable political mandate and core executive obligation, rejecting any unconstitutional judicial injunctions or legislative delays that attempt to impede the President's constitutional oath.

​CITIZEN SIGN-OFF & COALITION REGISTRATION

​By signing this petition, American citizens demand that the Executive Branch deploy full constitutional leverage to protect the rule of law, eliminate sanctuary defaults, and defend the sovereignty of the Republic.
