THE MISSOURI DUAL-TAX TRAP (THE TRUTH ABOUT HJR 173 & 174)

Don’t be fooled by the headline about ending the income tax. If you actually read the fine print of these bills, you will see it is a massive tax shift that lets the state double-dip into your pockets for years.

The first thing you need to know is they are giving the politicians a **5-year blank check**. This bill basically writes a 5-year holiday from the Missouri Constitution. It gives the legislature a window to determine exactly what new things are going to be taxed and at what rate. During this window, they are also suspending the Hancock Amendment protections. That means if the state over-collects and takes too much of your money, they do not have to rebate a single penny of that overpayment back to the taxpayers. They can collect billions in additional revenue and just keep the excess for their own spending instead of sending it back to The Betrayal of Seniors and the Disabled**

In 2024, Missouri law finally exempted Social Security from state income tax. If you are a senior or on disability, you already pay zero income tax. This new bill gives you zero savings because you have no tax left to cut, but it forces you to pay the new taxes on all your daily services. It effectively undoes the 2024 relief and replaces it with a permanent tax on your fixed income.

This legislation also completely overrides the 2016 Constitutional Amendment where the people of Missouri voted overwhelmingly to prohibit taxing our services and labor. The politicians are trying to undo the very protection the voters put in place to keep the government’s hands off our service economy. They are literally voting to ignore the will of the peoplThe $6.6 Billion Trap

In 2025, the state income tax brought in $9.17 billion. To actually eliminate it under this bill, the state has to raise $6.6 billion in new revenue from these service taxes.

The state has to collect an extra $20 million in revenue just to drop your tax rate by a tiny 0.01%

They have to hit that $20 million goal 330 times to reach the "zero" point.

That means they have to take $6.6 billion out of your pocket at the cash register to "replace" the money they take from The New Tax on Labor and Services

The amendment authorizes expanding the sales tax to any goods and services. This isn’t just about luxury items. It opens the door to taxing the things you do every single day for the first time:

If you pay a mechanic to fix your car, you get taxed.

If you pay a plumber to fix a leak, you get taxed.

If you pay an accountant to do your taxes, you get taxed.

If you get a haircut, you will be taxed.

If you get your dog groomed, you will be taxed.

If you go to the vet with your pet, you will be taxed.

Bottom Line

HJR 173 and 174 is a double-taxation scheme. It forces you to pay more at the cash register immediately while only offering pennies in return on your income tax. They have to squeeze $6.6 billion out of your daily services before the income tax ever goes away. Why give the legislature a five-year blank check to tax your labor while they keep taxing you the majority of your state income tax?
