PART I: NOTICE OF LEGISLATIVE INTENT
I am formally submitting the Federal Election Integrity & SAVE Act of 2026 for immediate review. As the House Budget Committee and the Department of Government Efficiency (DOGE) evaluate federal expenditures, it is imperative to address the systemic financial and security failures within the current national election infrastructure.
This proposal identifies the "Dark Zone"—the period where ballots exist outside a verifiable chain of custody—as a primary driver of administrative waste and systemic fraud. By restoring the Physical Transfer Standard, we eliminate the un-auditable risks of selective injection and removal of ballots while utilizing Title IV and HAVA funding as leverage to ensure state compliance.
PART II: FULL LEGISLATIVE TEXT
SECTION 1. PURPOSE AND FINDINGS
1.1 CONSTITUTIONAL AUTHORITY: Pursuant to the Elections Clause and the Electors Clause, Congress holds the supreme power to regulate the "Time" and "Manner" of federal elections.
1.2 THE DARK ZONE DOCTRINE: Congress finds that any ballot introduced into a third-party delivery stream, including the U.S. Postal Service, enters a "Dark Zone" where the chain of custody is broken. In this zone, there is no verifiable evidence to prove the ballot was not subject to Selective Removal (geographic filtering via Zip Codes) or Selective Injection (bulk fraud at sorting centers).
1.3 RESTORATION OF THE 1845 MANDATE (2 U.S.C. § 7): This Act reaffirms the original intent of a singular, uniform Election Day. A protracted 34-day "Election Season" is fundamentally incompatible with the finality of the federal mandate.
SECTION 2. VOTER ELIGIBILITY (THE SAVE ACT)
2.1 IN-PERSON DPOC REQUIREMENT: No individual shall be registered to vote in a federal election without the In-Person presentation of Documentary Proof of Citizenship (DPOC), specifically: a valid U.S. Passport, original Birth Certificate, Consular Report of Birth Abroad, or Naturalization Certificate.
2.2 AUDIT & PURGE: States are mandated to conduct monthly audits against DHS and SSA databases to remove non-citizens from voter rolls immediately.
SECTION 3. THE PHYSICAL TRANSFER MANDATE
3.1 NATIONAL ELECTION HOLIDAY: The Tuesday next after the first Monday in November is hereby designated a National Federal Holiday to remove economic barriers to in-person voting.
3.2 PROHIBITION OF THIRD-PARTY INTERMEDIARIES: To eliminate the "Dark Zone," the use of mail-in, absentee, or "no-excuse" postal ballots is strictly prohibited (excluding UOCAVA). Every ballot must be delivered via direct, hand-to-hand transfer from a verified voter to a sworn election official.
3.3 TEN-DAY IN-PERSON WINDOW: Domestic voters may cast ballots In-Person at their assigned local precinct up to ten (10) days prior to Election Day, ensuring the chain of custody remains internal to the precinct.
SECTION 4. VOTING MANNER & LOCAL CUSTODY
4.1 100% PAPER & HAND COUNT: Use of scanners, tabulators, or DRE machines is strictly prohibited. All ballots shall be hand-counted at the specific precinct where cast.
4.2 HD SURVEILLANCE: The entire counting process must be recorded in HD video/audio and posted on a publicly accessible state website within 24 hours.
SECTION 5. ACCOUNTABILITY & LEVERAGE
5.1 MANDATORY FUNDING RESCISSION: Any State found willfully obstructing these mandates or utilizing mail-in infrastructure shall face an immediate and total cutoff of Federal Title IV funding (student loans and grants) and HAVA grants.
