​FEDERAL ELECTION INTEGRITY & SAVE ACT OF 2026

​A Unified National Mandate for Constitutional Uniformity, Voter Eligibility, and Verifiable Results

​SECTION 1. PURPOSE AND FINDINGS

​CONSTITUTIONAL AUTHORITY: Pursuant to the Elections Clause and the Electors Clause, Congress holds the supreme power to regulate the "Time" and "Manner" of federal elections.

​RESTORATION OF THE 1845 MANDATE (2 U.S.C. § 7): This Act reaffirms the original intent of the 1845 mandate for a singular, uniform Election Day to prevent the systemic fraud inherent in multi-day windows.

​THE WETZEL DOCTRINE: This Act codifies the findings of RNC v. Wetzel (2024), which confirms that federal law (2 U.S.C. § 7) requires an election to be consummated by a singular deadline. An election is only "held" when ballots are both cast by voters and received by officials by the close of polls on Election Day.

​SECTION 2. VOTER ELIGIBILITY (THE SAVE ACT)

​IN-PERSON DPOC REQUIREMENT: No individual shall be registered to vote in a federal election without the In-Person presentation of one of the following forms of Documentary Proof of Citizenship (DPOC):

​A valid U.S. Passport.

​An official Birth Certificate (certified copy with government seal).

​A Consular Report of Birth Abroad issued by the State Department.

​A Naturalization Certificate or Certificate of Citizenship issued by DHS.

​A Military ID accompanied by a service record showing a U.S. place of birth.

​AUDIT & PURGE: States are mandated to conduct monthly audits against DHS and SSA databases to remove non-citizens from voter rolls immediately.

​SECTION 3. THE "ONE DAY" MANDATE & HOLIDAY

​NATIONAL ELECTION HOLIDAY: The Tuesday next after the first Monday in November is hereby designated a National Federal Holiday to ensure the American workforce can exercise the right to vote in person.

​PROHIBITION OF MAIL-IN BALLOTING: The use of mail-in, absentee, or "no-excuse" postal ballots is strictly prohibited for all domestic federal elections.

​PROHIBITION OF DROP BOXES: The use of "drop boxes," "collection bins," or any other remote or satellite ballot receptacles is strictly prohibited. No ballot shall be cast or received at any location other than an official, assigned local precinct.

​TEN-DAY IN-PERSON WINDOW: Domestic voters may cast ballots In-Person at their assigned local precinct up to ten (10) days prior to Election Day.

​SECTION 3.1. MILITARY AND OVERSEAS VOTING (UOCAVA)

​UOCAVA EXCEPTION: In strict accordance with the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA), active-duty military members stationed outside their county of residence and U.S. citizens living abroad are permitted to vote via secure absentee ballot.

​WETZEL RECEIPT DEADLINE: Notwithstanding any other provision of state law, all UOCAVA ballots must be in the actual physical custody of the voter’s assigned local precinct by the legal close of polls on Election Day.

​NO POSTMARK EXTENSIONS: Ballots arriving after the close of polls—regardless of postmark date—are void. It is the responsibility of the State and the individual to ensure transit is completed by the federal deadline.

​SECTION 4. VOTING MANNER (SURVEILLANCE & LOCAL CUSTODY)

​100% PAPER & HAND COUNT: No machines or scanners. All federal elections shall be conducted via physical paper ballots. Use of scanners, tabulators, or DRE machines is strictly prohibited.

​PRECINCT-ONLY HAND COUNT: All ballots shall be hand-counted at the specific precinct where cast. Transporting uncounted ballots to central clearing houses or "black hole" facilities is forbidden.

​HD RECORDING MANDATE: The entire counting process must be recorded in high-definition (HD) video and audio. Cameras must have a clear, unobstructed view of the ballot markings and the tally sheets.

​PUBLIC ACCESS (THE 24-HOUR RULE): Every precinct must transmit the full, unedited HD audio/video files of the count to the Secretary of State’s office. These files must be posted on a publicly accessible state website within 24 hours of the close of polls for citizen review.

​MIDNIGHT TRANSMISSION: Final numeric counts must be transmitted to the Secretary of State no later than 12:00 AM (Midnight) on Election Night.

​LOCAL EVIDENCE RETENTION: Original paper ballots and master video files must remain in the physical custody of the precinct for two (2) years to ensure a local, provable chain of custody.

​SECTION 5. ACCOUNTABILITY & FUNDING

​REPURPOSING HELP AMERICA VOTE ACT (HAVA) FUNDS: All federal funds previously authorized under the Help America Vote Act (HAVA) for electronic voting systems are hereby redirected to procure "Precinct Integrity Kits" (HD surveillance equipment and secure paper storage).

​TITLE IV LEVERAGE: Any state institution or administrative body found to be willfully obstructing these mandates shall face an immediate and total cutoff of Federal Title IV funding (student loans and grants).
